National Group Brings Together Local Government Jurisdictions in California to Achieve Racial Equity

California—Today, the Government Alliance on Race & Equity (GARE), a special project of Center for Social Inclusion (CSI) and Haas Institute for a Fair & Inclusive Society (HIFIS), launched the second of two year-long cohorts of local government jurisdictions in California working to achieve racial equity.

These two cohorts – one in Northern California and one in Southern California – join a growing network of local government jurisdictions across the country taking steps to end persistent socioeconomic disparities across racial groups and advance opportunity for all. Motivated by local and national activism driven by communities of color, these jurisdictions aim to build a more inclusive, responsive and racially equitable democracy.

As part of the GARE network, the California cohorts will receive tools and resources from an expanding field of government practice focusing on normalizing conversations about race, operationalizing new behaviors and policies within government, and organizing alongside community constituents to achieve racial equity. GARE will also host an “Advancing Racial Equity” speaker series for the cohorts, which will provide the opportunity to engage with national experts on race. Already, the Northern California cohort engaged with john powell, Executive Director of HIFIS, while the Southern California cohort engaged with Dr. Manuel Pastor, Director of University of Southern California’s Program for Environmental & Regional Equity.

The 20 participating jurisdictions in California include:

Northern California Cohort:

Alameda County City of Oakland
City of Berkeley City of Richmond
California Department of Public Health City and County of Sacramento
Contra Costa County City of San Francisco
Marin County San Francisco Public Utilities Commission
Merced County Santa Clara County
Napa County Solano County


Southern California Cohort:

Los Angeles County City of Pasadena
City of Long Beach City of San Diego
City of Long Beach San Bernardino County


Director of GARE Julie Nelson said, “When government makes a commitment to achieving racial equity, focuses on the power and influence of their own institutions, and works in partnership across sectors and with the community, we know racial equity is possible. With these cohorts, California is leading a national movement to transform government and advance racial equity.”

Currently, GARE consists of 50 city, county and regional jurisdictions representing the following states: California, Iowa, Michigan, Minnesota, Oregon, Washington, Wisconsin, and Virginia.  GARE’s work in California is supported by The California Endowment, a private health foundation that provides grants to community-based organizations throughout California.
