The Promise and Challenge of Community-Scale Broadband Models summarizes and expands on the key insights drawn from CSI’s December 7, 2010 Capitol Hill symposium Advancing Community Broadband. The report analyzes the impact of the digital divide on communities of color, explores the many causes of the divide and presents viable solutions centered on investment in community-scale broadband technologies.

The symposium made clear that broadband Internet is not a luxury, but a new form of digital literacy and mission-critical infrastructure for participation and progress in all facets of life in the twenty-first century society. As CSI Executive Director Maya Wiley observed, “There is no more basic infrastructure for the twenty-first century than broadband. Education, energy, health, and community ownership of businesses are impossible without high-speed Internet to support development and provide the basis for sustainability.”
